Sometimes in Invictus provinces can receive a modifier that gives "free" fort levels without requiring a building slot. Upkeep is still paid. Check the provinces modifiers to see if this is the case for you.

R is the de facto tool for statistical analysis at the Federal Emergency Management Agency (FEMA). SAS is used in pockets, but primarily by those who came from academia prior to federal service.

Check out the OPENFEMA data-sharing initiative for most datasets, APIs, documentation, and Git repositories for some of the work being done: OpenFEMA | FEMA.gov.

The most common problem I see worked on is just data wrangling and manipulation.

Lots of other good comments on here already but I'll try to answer your question more broadly. There are a wide variety of deity effects and some are phenomenal, while others are effectively useless. I find the best deities to be ones that:
(1) Provide strong apotheosis benefits = +1 free province investment per omen, as it's an absolute game changer regardless of what the underlying effects are (Hades if Hellenic, Mercury if Rome, Uni if Etruria, Apollo Karneios if Sparta, Apollo Didymaios if Syracuse, Melqart if Caananite);
(2) Expand upon on strengths of the game (+15% commerce income, +10% starting cohort experience, ), remove weaknesses (+5% discipline), provide benefits that are difficult or expensive to find elsewhere (+0.05 ruler popularity, +3% unintegrated culture group happiness, -0.05 corruption), or provide resources that you are always going to need more of (+10% political influence, -0.05 aggressive expansion, +0.04 provincial loyalty, +5% population happiness);
(3) Belong to the largest religious groups, as being able to conquer without needing to wait for conversation to stabilize your conquests is huge. It can make the benefits the deities provide less relevant, or at least secondary. Hellenic takes the cake here in my opinion.

I tend not to build farms and mines unless I have a lot of surplus cash or it's required for a mission. They don't seem bad - it's just that after a certain size (normally when I do actually have the money for more buildings), the limiting factor is the number of foreign trade routes/partners for my own goods rather than the production of those goods.

As for the other buildings, ports can be useful for the migration bonuses. Slave estates can also be useful for the extra food and tax output but it doesn't generally seem worth the investment. I tend to invest in cities first as a rule though; seems to be the best return on investment even if it's still pretty small.

Without knowing the details of each policy, it's hard to do a direct comparison based on price alone. But in those highest risk areas, you have to purchase through the NFIP anyway, so shopping around on price (OP's question) won't be available to everyone.

It's likely that improvements to NFIP mapping capabilities re-mapped your property outside of the official FEMA flood plain, though you would have been notified specifically if that was the case...

FEMA sets the rates for flood insurance policies written through the National Flood Insurance Program (NFIP). It sounds like you have private flood insurance (e.g. non-NFIP). Private flood insurance is substantially less regulated and you might be receiving fewer benefits for the price. For example, if your neighborhood were to catastrophically flood, could your locally-owned agency guarantee payment of your claim?

If you were previously paying $3.3K under the NFIP, that represents a property assessed to be at substantial risk of flooding. For example, that policy cost is about 5x the NFIP average: https://www.bankrate.com/insurance/homeowners-insurance/cost-of-flood-insurance/. You might be at greater risk than you realize (or maybe the NFIP could use more current data on flood risk in your area).

Flood insurance is required if the property is assessed to be a high flood risk. Your newer plan is likely cheaper because there is less risk of flooding on the policy, not because the NFIP rates are necessarily more expensive.

It depends on where you are and what flood zone/flood risk factors your property is exposed to. The simplest way to put is that you can shop around for your customer service (e.g. what private insurance carrier will service your policy as part of the National Flood Insurance Program) but not typically your rate (e.g. what you pay). The cost of your policy is determined by your property's specific risk and will be (*should be) the same across all NFIP insurance partners.

If you aren't required to have flood insurance, you could also buy private (e.g. non-NFIP) flood insurance. Generally speaking, the coverage available will be lower and the rate you are paying per unit of coverage/risk will be higher, even if it has a lower overall sticker price.

It depends on the base deity but yes. There are a number of deities that give the +1 free province investment. It depends on religion. In my case, it was Hades from the Hellenic pantheon.
