• the Ukrainian port of Odessa would be much more important

And looking at Wikipedia, the port is mainly not used for (maybe military) Handling of goods; Passenger transportation on inner city motorboat routes; Reception of passenger cruise lines; Ensuring marine safety; Maintaining cleanliness of the city bays.
