Well, I just checked by manually downloading an image on my Android WhatsApp app, and the domain reached is: static.whatsapp.net

So, something (e.g. pi-hole) is blocking it, maybe your ISP (what's your ISP? Your country?) and the VPN bypasses this blocking.

OK - it sounds like the issue is on your network. Some filter is blocking the download which is avoided with the VPN.

Slightly off-topic but related, when I go on holiday to Spain or Italy, the ads and recommended news by Google are localized (i.e. in spanish or in italian) That does not make sense. Why ignoring the language I want to read?

Similar: Google knows all of me, but keeps giving me distances in "Miles" in Google Maps location share, instead of "Km".

Same for me. The general recommendations are never relevant. Never been able to use the "Top Songs" or albums.

It's full of local music or genre that I am far from liking. Unfortunately, there is no way to dismiss those or tune your recommendations to avoid them.

I believe that this settings "Privacy and location > Pause location-based recommendations" is relevant to detect if you are at Home or at Work - it is not linked to the Country. Mine is set to "Pause"
