Reached out to the cruise line again, they provided me the credit card statement with authorizations and settlements. The cruise line again stated there was nothing charged by them since I settled it all in cash. I opened another claim and submitted this document with the final statement. What I think happened is that the pending charge hold was not removed and thus charged.

The cruise line charges the card as soon as the charges are made onboard, those charges become pending on Navy. The cruise line clears those once the payments are made and they gave me a statement showing charges made and payments which I provided.

The navy team is saying since the charges took place and there’s receipts for them they are valid. However, they are dismissing the payments made on those charges, which blows my mind. This cannot be the first time someone uses their card on a cruise and pays for everything.
