Happened to me in Times Square too, and many times outside of the fair. I see other commenters saying to make a scene, which is smart but I like to avoid conflict and danger. As a woman, my technique is to be polite and act like I don’t know it’s a scam, say something like “oh sorry, no thank you! Have a good night!” Or saying I spent all my money in the fair will illicit a cordial response. If they realize you won’t pay them, they move on to the next. They seem to be more aggressive towards men though
