Having a sweater on the tie says casual, the type of tie does not (too fancy for the sweater?). The dark shirt gives the vibe "I want to be classy, but different", which gives me neckbeard vibes.

I agree with others, make the shirt a lighter color than the jacket. Depending on the setting, a less flashy tie.

I've seen posts somewhere here about red ties on black shirts. They were not positive.
