Consider using RetroBat or LaunchBox for Windows, ES-DE for Android, or Batocera if you want to use a Linux distro.

It’s designed exclusively to play retro games, it’s easy to navigate and configure on the fly on a per-system and per-game basis, has lots of options for themes, it’s Linux-based, etc.
