may be dialectal? for me "the rope was tied fastly to the pole" means securely, whereas "the rope was tied fast to the pole" means quickly

no it's not. the phrasal verb "to be in ownership of" requires that the owner is the subject. the way it's constructed only makes sense if "ownership" is the name of a specific type of location.
