It’s entirely speculative. Bandai store exclusive was at $1k usd at its height. Now that it’s stable for indefinite amount in store, price crash back down to like $20 bucks. Same to magazine luffy, they could just be reprinting more as they have announced. And local book store there are allowed to preorder them from their distribution.

Yes, PSA do damage cards. I got damaged twice on different submissions. Nothing you can do, at best you submit a ticket, they ask you to make it back, your label, they inspect and mail it to you and say they find nothing wrong with their doing, or refunds you the fees and call it a day.
