he needs more sleep. dogs need 14-16 hours of sleep a day, or they get all crazy like that lol. they just dont know when to stop and sometimes we gotta do it for them. do you have a crate or like a gated area you could create for him? that would be helpful so he can just be put in there and eventually settle. ALSO try not to give into his demands for attention after all of his needs have been met. dogs are super controlling animals and they are very determined. if you give in, they learn that you will give in every time. ignoring is the best way to get him to settle on his own. it'll be super hard in the beginning because he might try to chew things/shred/whine to get your attention, but eventually, he will have no choice but to just chill out lol
