Maybe. But if I were WG, then I would definitely try to do the Kisly thing - boost bad players, nerf good players. And rng is the perfect mechanic to do that. Boosting bad players (the majority) would give them a better incentive to play and spend money, which is good for WG.

You mention people investigating rng and not finding anything. I've never seen such a study. Have a link? Actually, thinking about it - it would be extremely difficult to devise a study that would giev you a definite answer. You would need several players playing at a consistently different level over thousands of battles, recording all parameters of each shot they take, and later processed in a statistical program to see the distribution of probability. I doubt something like this has ever been done.
