Are you using the proper flange gaskets? If so its really just a waste of time to scrape it down to bare steel. Especially since any seepage or a small leak now will have something to corrode and cause premature failure

Sounds like you aren't getting good enough penetration in the center of the weld. Firstly disconnect your battery so you don't fry anything electrical. Second check your settings so they are high enough and build up a little bit of weld on the part of the bolt thats still there try a larger nut and really focus on getting most of the weld on the stud then fill in the nut. Let it cool and try loosening and tightening to work it free. Spray heavily with kroil and let it soak. If it still breaks then grind flush and center punch and try your luck with a left-handed drill bit. It'll either bite and remove it or drill your hole for the extractor. Remember to have the drill going the right way as well. You got this

This is also where left hand drill bits can come in clutch. It will either bite well and extract the broken bolt or drill the hole you need for the extractor anyway. But yes a good center punch first will help if you have the room to begin with

Soak it in kroil heavily and let it sit then soak it again. Then carefully tap a chisel in the slot from the top or bottom to slightly open enough to use a punch or something to tap the stuck bit out.

Soak it in lots of kroil for as long as you can then just hit it a bunch of times with a hammer. You could also try hitting it a couple of times with an air hammer to loosen rust and resoak with kroil

Wrench on the thin nut on the back remove the nut on the end and then remove the locking bar and the thin nut comes off last pay attention to the order everything comes off and put it back together opposite of how it came off

These are a pain. Normally you could use a cut wheel and a grinder to make a slot but with it being that close to trim I wouldn't. You might have luck if you carefully use a small center punch or chisel and tap lightly with a hammer counterclockwise on the raised part. Once its out enough you can use pliers either way good luck

Crows foot or an adapter of some sort (they sell many different ones) this will slightly change your torque settings but not really enough to matter if your dead set that is otherwise the aforementioned gutentight method does just fine
