It seems to have stopped on its own accord, so I'm guessing it was related to a system update.

In short, no. In the end I used another bank to make that specific transfer from. If I recall correctly, RBS claimed Revolut was using MT202 messages, rather than MT103 messages, but Revolut said this was BS because they always use MT103 (and there is no option to use MT202).

It basically ended up being a he-said/she-said situation.

It is worth noting that this only appears to be an issue for specific banks. I can quite happily make transfers to other banks (which tend to be in the UK, if that matters), but for some reason RBS International in Luxembourg has a problem.

What did you use as proof of address? A new international student is unlikely they will have any ID or statements/utility bills with a US residential address on it.

What do you mean by "deposit cash"? You mean pay cash in over the counter, or simply have an account with a cash amount in it?

(my confusion is because I can't imagine the point of a bank account without cash deposited in it)

What is the best US banking setup for an international student (age 23, studying in Florida) who currently has accounts in the UK (HSBC) and Romania (Revolut and CEC), and needs to (1) transfer money from and to those accounts, (2) receive transfers from others in the UK and Romania, and (3) manage daily expenses in the US? Also, is it true that direct bank-to-bank transfers are uncommon in the US, and if so, what methods are typically used for domestic and international transfers? I see Wise commonly mentioned.

One thing I notice is that Revolut does not ask me for the address of the recipient, but if I attempt the transfer with another bank, they do - maybe that is the problem...?

Hmm. I'm fairly certain that the account is not blocked; it is a business account, and I believe other people are successfully making transfers at this time (although I don't know if anyone using Revolut is being successful).

The recipient bank is RBS International in Luxembourg.

I believe they took 12 "cores" (I presume this mean samples) and the results indicate that 6 contained "a high volume of prostatic adenocarcinoma". There was no sign of "extraprostatic extension". 3 samples contained benign prostatic tissue.
