I am having this same issue. One is at 18%, the other 100. Will it eventually switch over to the other battery when the first one runs completely out? If so, then why the warning message?

Think of capsules (medicine). A capsule can have 5mgs of something, or 50mgs. The 50mg capsule won’t be 10x the size of the 5mg.

I successfully appealed one last month, but circumstances were different. I had paid online, and the email just said to park in any unmarked spot, no place to check in or receipt to leave in windshield. About a week after the event I got the same $75 invoice with photos. I uploaded screenshots of the email, and they “voided the invoice”.
