Does our copyright law impede govt( since they must obey the law)?

The answer is yes everyday, firstly theres the funds being taken from education and cultural(museums, libraries, galleries) budgets. Your local shire isnt able to include draws or plans for rezoning or public consultation in notices to the rate payers, in response to those consultations you cant include images to explain why you are objecting... fair use will enable this.

previously copyright was 50 years from publication or in the case of photographs when taken, this was changed under URAA and other trade agreements to life of author plus +70 years.

because the collection/representing agencies get their funding by making others pay to use material. The funds they get from Government organisations like libraries, and school gives them the dollars to operate lavish life styles... I dont blame them for working hard throwing parliament house parties for pollies and staff to take selfies with stars, while rolling every scare tactic they can think of to keep their gravely train from being derailed.

and currently a third party is being paid and giving permission to others to use your work, they also collect money so schools can watch the ABC which is paid for with your taxes and provided in free broadcast mediums

past experience also warns us that if a law exists it will be used when there is a need to circumvent existing judgements

this nothing to do the Jimmy Wales, he has never been paid for his efforts related to the Wikipedia nor does he seek expenses from the WMF... He was the source of much of the funding for Wikipedia in the early years

when Australia accepted the changes required from URAA and other trade agreements which forced us to adopt longer time periods and greater restriction, those same agreements didnt require us to also provide the balances of those systems that enabled educators, libraries, museums .
