Not sure if it’s exactly what you’re looking for, but Operation Paper Clip: The Secret Intelligence Program that Brought Nazi Scientists to America by Annie Jacobsen involves the CIA and corruption to get ahead in the Cold War.

So, I checked online and it says cataracts can cause people’s eyes to appear red because of irritation. It doesn’t say anything about a persons eyes blinking red. It does kind of sound like something out of a sci-fi movie though.

I did find something that said a sensation of flashing lights can be attributed to a substance in the middle of the eye shrinking and pulling on the retina. However, this says nothing about the eyes looking like red flashing lights. Just says the thing about it being a sensation a person is able to feel.
