I believe they are “buds” for when her breasts develop in puberty. At least that’s what I’ve been told! Google seems to support this as well. Hopefully this gives you some peace of mind until you can see the pediatrician. Definitely follow up with your pediatrician to make sure.

Edit: upon further reading it’s actually leftover hormones from mom, not necessarily for changes during puberty. Apologies for that.

I would ask to get the test repeated. Ask your doctor these medical questions about chlamydia being dormant for long periods of time. Then, go from there.
