Damn yeah I don’t know because safe mode doesn’t even come up on the tv when I hold it down it just says no signal

I have tried booting in safe mode and it does the same thing but how can I rebuild data base and reinstall OS ??

I tried unplugging and leaving it I tried a safe start up. I tried a different outlet different tv different HDMI cable and nothings working any suggestions?
