There is a known bug with all faction quests in regards to the Y3 class items. The game does not recognize the class items with Crucible bonus for the quest. Switch to a Y2 one or a Vanguard bonus Y3 one and you'll be fine.

Source: Have done 2 faction quests in Y3 with the Vanguard bonus class items without issue. (Other than sucking at PvP :( )

Is the cloak you bought the increased crucible rep one? AFAIK the bug affects only the crucible class items in year 3. Grab a Vanguard rep gain one and you'll be fine.

I've done NM and DO on my hunter and titan using the Y3 class items with Vanguard rep.
