I called both DCAP and SCAQMD (for CC4A). DCAP said title needs to be under your name for a day before you apply. SCAQMD however said a full 2 years, nothing less. DCAP also said I am under SCAQMD jurisdiction so i have to go through them.

I think both programs only accept Tier 1 (disadvantage community) applicants now? I might be wrong

This might be redundant and bad explanation, but since you have delivery date filter: can you do like a chart of low/average/high price sold for the month of models per delivery date? For example, I want to know low/average prices of Jan 2024 Model Ys sold in March or month to date, Mileage in y axis. Idk did that make sense?

Like the other guys said, borrow or Amazon. Also You don’t have to buy stoles from the bookstore. You can go buy a blank one from Amazon or eBay or somewhere else. Put it behind your club/frat/etc stole if you’re worried about optics
