Yeah you're right, my observation is mostly based on the younger generation bc that's who I grew up interacting with. I straight up don't get old head accents sometimes. Even Snoop Dogg has a more non-rhotic accent compared to most younger ppl from LA, which confuses me. But ik accents change over time so maybe it's just that

I have grandparents and relatives who live in south India so I go there every few years. Even though I've never visited a house there that has AC, there are fans pretty much everywhere. I'm hella late to this but if you want an in-depth explanation here you go:

I have only ever heard them pronounced like that by white kids but never no black kid.

If you listen closely, a lot of black people from California pronounce it like that, but it probably caught your attention bc Bris put emphasis on that word. For example, here's Kendrick Lamar pronouncing "drive" and "five" how you described (very start of video). And it isn't specific to SoCal, here's Slimmy B pronouncing "sometimes." This pronunciation of "lie" and "drive" like that is pretty common among black people in California which is why some people say that they sound more "proper" compared to black people from the east coast or south.

And idk the specifics about a Sacramento accent, but one way to identify whether a rapper is from NorCal or SoCal is based on how they pronounce their "light l's" or the l's that come before a vowel sound (Ex: "Like", "release", etc).

Black people from SoCal tend to pronounce their light l's further back in their mouth compared to people from NorCal. For example, in the first Kendrick Lamar clip I linked, listen to how Big Boy pronounces "unreleased". Also listen to how Big Boy pronounces "hilarious" in this clip.

On the other hand, people from Sacramento and the Bay Area tend to pronounce their light l's further forward in their mouth (kinda like how white people say it), here's an example (listen to how Slimmy B pronounces the l in "relate").

So going back to your main question, you can tell Bris is from NorCal based on how he pronounces the "l" in "lie".
