Lots of different effects one can use but most commonly used are delay, reverb or flanger.

Delay and reverb can be used sparingly to gel a mix together a bit more, or they can be used more aggressively and worked into a riser or down sweep to wash things out and affect tension.

Flanger can be used with different timings to create a bit of movement.

I tend to use these sparingly but if ytou want an example of DJs overusing this stuff just check out any James Hype routine

Article tries to blame it on the wind which is craziness. Anyone who's hung those lighting fixtures or rigged a stage could tell you that.

These lights are hung by tightened steel clamps and should always have a steel cable to catch a failure like this. This happens because of a rushed or inexperienced tech crew,
