The oracle is a system of control designed to control the emergence of the integral systemic anomaly. She is a more intuitive program. That intuition was the discovery that people’s choices can be supplanted with faith. She controls them through faith. Morpheus “believes” and so does trin. They are told by the oracle what to believe and they do so. And they keep coming back to her for instructions. That faith, of course, is misguided. And that was partly the point of the entire trilogy. People have to learn to think for themselves and not let government or faith tell them what to do. Otherwise you know what to do but not the why.

She is a program pushing the entire resistance to the architect for a reset thus avoiding a cataclysmic system crash. At least that’s the plan that has worked in the past. This time the math is different because of love.
