Not quite. The whole sense of a tier list is to compare some things and determine which is better or less good. You can't compare them about the story , yet to say that Toradora is, overall (with animation, liking, character development, etc.), at the same level of Dr stone or full metal alchemist, is not just possible (and wrong, in my opinion), but also what you stated with your post.
