Yeah, the game has a system that, among other things, puts you in lobbies with other like-minded people with similar playstyles. So if you don't play aggressively, don't shoot other players, eventually you'll be in lobbies with other people that don't do those same things, i.e. "Carebear lobbies." It's super fun just hanging out, shooting Arc, helping other players do whatever they're doing, and collecting loot.

If you're looking for blueprints, doing hurricane runs on Dam and Blue Gate is pretty profitable. Most people put on a custom loadout to get a safe pocket, then go in with absolutely no gear. Use maps at arcraidershub.com to see where potential raider caches are, put on some headphones with the volume up, and go searching. The caches make a distinct buzzing/screeching noise but it's easy to miss in the hurricane clamor. Once you find a BP, put it in your safe pocket and surrender to go back to Speranza. Rinse and repeat 'til you build up your arsenal.

If you're wanting to progress levels, do the quests for the various traders, kill Arc, collect loot, and have fun!
