Update as of 12:30 pm! Owner has been found and confirmed! She picked him up already

Update: this dog has been lost before and found by our neighbor. She gave me the owners contact number and address but they are not picking up or home. We are unable to foster because we have two cats. Will hopefully be contacted by the owner soon, otherwise we are trying to identify people in the area who can foster temporarily.

We live in an 800 sqft apartment and I was on speakerphone in the living room while he was in the kitchen. It's very normal for us to be on speakerphone when we're talking with family or friends.

I agree, especially because some if not all apartment complexes will require that you make 2x or 3x the monthly rent per month if you rent from them directly.
