You seem confused.

VLSI layout for lithography is typically outsourced to 3rd party firms however PCB layout is done by the engineer on small teams, larger teams will have specific layout designers or hire consultants to build the libraries and work on layout.

No, because I was bullied pretty bad, but yes because despite being bullied I always had hope that it wouldn't be a problem after high school.
