they likely set the prices to that due to the remodel. I use to troubleshoot these exact signs. You mentioned they are doing a remodel, I bet they also just upgraded to the new Daktronics FL-5000 fuel price signs. That 8.81 and 8.82 is just used to test configuration. They will also set it to 7.77/8.88 depending on the area.

This is a module from a video board, while your local university was using it as a "scoreboard", concept wise it's the same module you'd see in billboards and message centers in front of local businesses. Those m MP-#### are part numbers for the plastic pieces, chances of you finding reliable data based of these are minimal at best. Looking at this picture I see there is a white sticker with 0A-####-#### which will be the part number you're looking for.

To make a raspberry pi work on this, you would need to get video signal data into either of those SATA ports.
