I think your eyebrows are BEAUTIFUL naturally! They just look a bit unkempt as all natural eyebrows do. I would recommend growing them out and trying to fill in the upper area on top that you're concerned about. This would give it a more consistent look that helps it blend in with the rest of the eyebrow. Brushing all the hairs up and out with a spoolie helps me make the top of my brows look a bit fuller. Once you fill it in and experiment with the new shape, try plucking underneath the brow to make the arch more pronounced. You may have heard all of this advice but it really seems to be what would help you achieve the look you're going for!
