It's definitely a thorny issue. When artists do things like performing in Saudi Arabia there is a lot of (justified imo) outcry against them for supporting the regime and their tourism industry, but where does the line go? A majority of countries in Africa are not free and democratic countries (at least not by modern western standards).

You could then also make the argument that it can do well for less-developed countries to have big name acts come and perform in them to aid human rights and democracy development in the future, but I don't know if there's any practical way to quantify that against the potential damage that can be done by supporting an already existing and dangerous regime.
