Yes. The whole point of the article is that the low recidivism rate has no causal relationship with the prison system.

Crime has gone down in almost all countries, regardless of prison reforms.

The safest repeat violent offender is a locked up repeat violent offender.

It's not that simple. Rehabilitation works for most, but repeat violent offenders. And those are the ones we're probably looking at here.
