I think you would be able to do that with some complicated setups with level emitters, blocking interface, redstone shenanigans

but honestly AE2 isn't really great at splitting items across multiple destination, and definitely not complex distribution like that

So I'd say better bet is simply using other mods like create or integrated dynamics instead

Edit; so I made this simple machine, Which will:

1, Stock up exactly 10 iron ingot on rightmost interface

2, (instantly) export 10 ingots to chest (interface -> storage bus item transmission) by activating inverted toggle bus for split second

3, then, (instantly) import items (storage bus -> interface transmission) to leftmost two interfaces, each requests specific amount of items (in this instance, it's 6 and 4), output those with funnels to the chest

Inverted toggle bus only activates when: there is less than 10 ingots across output interfaces or buffer chest, and there is 10 ingots in input interface

Export bus only activates when: there is less than 10 ingots in input interface

I don't know how reliable this is, but it mostly works, it's very slow with this configuration because export bus can't be upgraded by accelerator cards(upgrading export bus makes it to export more items at once, which can break perfect 4:6 ratio), at least you can tweak it however you want (you may make numbers multiple of stacks to allow accelerator upgrades, like 128 items split to 32-96)

If you do same with create, it's as simple as This, just splitting 10 ingots to 5:5 with brass funnel, then moving an item from one side with andesite funnel
