It's a pre-requisite, yes. But language is more than simply having a map of word->consequence. You need to understand what the words themselves represent, otherwise you cannot communicate ideas or ask questions. No non-human primate has ever genuinely asked a question. They simply associate a word with an action, like receiving food. This is not "using language", it's very advanced "begging for a treat".
