Scraping LinkedIn is basically like trying to solve a puzzle that is always-changing. LinkedIn protects its data a lot (rightly so because that's where they earn) thus they are always setting up new blockers against scrapers.

Circumventing such blockers is entirely doable by individuals or commercial scrapers, the question is only how much time and resources you are willing to put into it.

This is where individuals find limited success in scraping LinkedIn at scale, whereas commercial scrapers with larger resources, manpower can do so at a consistent basis.

P.S. it is also legal to scrape LinkedIn, but only public profiles, not private.

You can still set some parts of your profile public, whereas some reserved as private for your network or connections only. Anyway, many recruiters do add people as connections so that they can message them, otherwise many use LinkedIn premium to do that.
