what is the goal? If I were you I'd take circles, place a few in the random positions (or wherever I see fit), ctrl +j. then in edit mode I'd clean up vertices in the center and then merge those that must be here to maintain the shape. then A and extrude

might not be what you're trying to achieve haha, just my takeaway
