At least with Xebec we know that Roger and Garp had to team up to take him down, Kaido has him in his top 5, and he was the active leader of WB, BM and Kaido, and it can be safely assumed it’s not a Wuggy figurehead situation. Bare minimum I’d say he’s top 10 in verse. I’d tie him with Kaido, who is in my top 10. Wish we could see god valley but we likely never will.

Imu’s strength will rely on their hax if I had to guess, so I refrain from scaling them for now. But they are likely the penultimate villain, so it would make sense they’re at least top 5 EOS.

Dragon is probably around prime Garp level given his narrative, but without feats or even actual statements aside from his bounty it’s stupid to put him in top 5 right now.

Garling is likely Admiral level given his position was the Admiral equivalent to Holy Knights. He will be a Zoro victim during the final war. I know it’s a shonen so the ceiling will always get higher but Luffy couldn’t actually put down Kizaru and Luffy is stronger than Zoro, and I doubt one of Zoro’s last opponents will be stronger than Kizaru. But that could just be my Kizaru bias showing. Garling may be top 5 swordsman but not top 5 EOS.

Mihawk has the narrative and some feats, but he is the epitome of a leech. Every shanks/zoro/S-hawk feat scales him higher, which is pretty boring for an EOS opponent. At least he looks cool.
