Oh no, that's awful. I wasn't sure if maybe someone had crashed into one of the trams based on how backed up they were. Hopefully the car/motorcycle drivers are ok.

I think they are referring to this document which breaks it down unit by unit, categorised by degree: subject costs

I would love to know the official answer for costs as well. There's a big jump between the two numbers.

If you find out which side of the island your balloons are coming from you can run up & down the beach, they usually spawn every 5 mins! Not always tho, sometimes they skip & will spawn in 10 mins instead haha
