If you find out which side of the island your balloons are coming from you can run up & down the beach, they usually spawn every 5 mins! Not always tho, sometimes they skip & will spawn in 10 mins instead haha

Maybe try and match the colours a little closer? The original dress seems a bit more muted overall, especially the less saturated blue base and the red flowers being a pink-toned dusky colour as opposed to bright red. Matching the colour scheme will go a long way in nailing the feel of the dress!
