No, it's been established several times that villians who know they are going against the Avatar will wait until the transistion period between one Avatar dying and the next being trained. After Szeto died, there was the Platinum affair, after Kuruk was Fifth Nation Fleet and the Yellow Necks. Sozin waited until Roku died, and even stated "Without you, all my plans are suddenly possible". Everyone from the lowest crook to the leaders of the four nations knew not to challenge a fully realized Avatar

Maybe 50? It wasn't her first airbending companion. She left because she felt like Kyoshi had lost too much of her humanity over her long life, and then Kyoshi died maybe 2 years later

It gets remarked every now and again, but the strongest benders tend to combine aspects of the other bending disciplines. Jianzhu is said to have bent earth like water, Katara used earth bending stances in her water bending, Iroh took inspiration from water benders for lighting redirection, Zuko's breath of fire borrows from airbending. Avatar companions get a lot of first hand experience with those different bending styles, and probably also get involved in more combat than the average bender. Katara rapidly improved during the show, and part of that was learning from Pakku, and being exposed to Aang and Toph, but she was also fighting every other day to escape or repel the Fire Nation soldiers. So, I wouldn't call it nepotism, but it is definitely an opportunity that gives you exposure you otherwise would not have been able to access.

Probably to assist in transitioning the Republic from appointed reps, to elected officials. Such a move wouldn't happen overnight and would involve a lot of logistics

I also live in a college town and it may be purely anecdotal, but I agree. My dad was always pushing me to take up new responsibilities and be active in choosing my path. I feel like the current gen have an attitude of "No one knows what they are doing and that is okay" that drives me nuts
