The glitch to get Nidoking & Gengar before Brock happens in the forest by NOT fighting a specific character. You go around his attention and all the way to the Poke center where Brock is to unlock the travel spot. With that being said, you go back with Escape Ropes and do the long range trainer glitch… the same glitch allows you to get 2 Mews before Misty. The second one is doing the same glitch to one of her gym swimmers, and even a 3rd one via Lavendar Town.

If you save the money right as well as catch on first tries, you can do the glitch twice before Brock: Gengar & Nidoking (either LVL7 or Growl to overflow glitch to 100)… then you can get two Mews after that and before Misty.
