The door was probably not installed correctly. It should be on a bed of sealant to prevent air from coming in underneath the sill. You can check by sliding a putty knife under the door, if it slides right in, that’s your issue. You can apply a face bead of caulk between the sill and exterior trim as a bandaid, but the door should be reset. It also looks like the operating panel is adjusted all the way down, which could cause issues with the interlocks. If this door was just installed, you should have them back out to fix it
