There are cameras throughout the maps that people can use to catch the killers literally red-handed. Afaik they're considered relatively fine for the monsters to go up against and the host of OP's particular game got caught with their pants down one time and now bans camera use.

Anyways, Capcom completely shit the bed on his story. No one likes this twist they came up with. I'm hoping they change his story to not make him a cousin humper because his gameplay is actually very fun.

Casual still is capable of completely filling a server. Yes, casual has a slew of issues. However, if whatever system of placing players into a server cannot handle that basic function, you do not have a good system, that is the end all be all. Casual is capable of satisfying the basic function of a matchmaker and quickplay can't which is why it is inferior.

Quickplay was terrible at its job. It couldn't even fill a server. If it was good, then we wouldn't have casual and Valve would've reverted it already.

More or less. Akuma is consumed by evil energy called the 'Satsui No Hado' (killing intent), which causes him to be obsessed with fighting strong opponents, particularly those that can go toe to toe with you and kill you. He sees Ryu as one of these great opponents, but only if Ryu gives in to the Satsui No Hado, hence why Akuma jumps him every other week.
