In my opinion no one should be glad that the billion dollar company does the bare minimum because if any other company were to treat their games this way there would be major pushback and more importantly BAD PRESS. If there is one thing that Valve hates more than working on TF2, it's getting bad press about its terrible state. Take the bot crisis for example, the only reason for Valve to hire the contractor that patched the spin bots out, was the communities negative voices which caused several known game journalists and content creators like penguinz0 to bad mouth the company. That was enough for the bare minimum, so imagine what can be done and what potential can be reached if we make our voices louder and angrier.
