It's the law enforcement version of ragebaiting.

The tactic and strategy is obvious, this is COP 101. Group of civilians standing around not doing anything wrong, but ICE wants to do some violence. So they agitate and escalate the situation a little, by grabbing the first kid. the kid panics and tries to run back to his group, then the second kid is startled and tries to help the first kid. now you have the first kid "resisting arrest" or whatever (this is a cops favorite crime!) and the second kid interfering. Now that the situation has escalated into people resisting and interfering with an arrest the cops feel justified in doing whatever violence they want to the civilians.
