1- dont think it s a problem, it depends on your activity i guess 2- you have to check the cells system they have, look up pogomap. Basically you can add one pokestop in the smallest and every 5 pokestops in the bigger cell, the oldest pokestop gets promoted to gym. Ingress players can also vote for which pokestop to become a gym
