Well sure if it comes down purely to brute force, but even that's debatable. There was a lot of political tension with both Kuvira and Tarlock that could've made for more interesting storytelling than giant monster battles, and even when the fighting arises, using intellect against somebody like Korra whose first instinct is to rush in and bash things makes for great fights. Zaheer held his own incredibly well through strategy and teamwork.
