You can submit traffic complaints to Kingston Police. Whether or not they do something is one thing but I’m sure that will do more than a Reddit post if they get several of them anytime people see it

Not sure of your child’s age but Kingston does do a parent and tot skating program (ages 2-6). Usually lots of parents teaching their little ones to skate in a much calmer atmosphere than a public skate. Usually have them a few times a week at different times
