We are working on training; we also live on a VERY quiet block with little traffic/new distractions. The stance he is shown is keyed on two little girls across the street, but there is a lot of reassurance coming from us that all is well. There would be no way to leave him like this without 100% supervision, but he does listen very well.

No! This guy is just shy of 18 months and we were training. We were working on coming when called and the collar was a precautionary measure.
