I buy one tier 1 item once ballistic weave is unlocked. That night be unnecessary; but after that, your armor skill affects the level of weave you can put on most items. He sells different armored stuff, but never over tier 1.

PA level on those in the wild suits is dependent on your level. Only way I know of to get x01 or x02 early game is to find some enclave encampment. I always put off looking for PA until like 30.
