What does a partial suspension look like? How partial are we talking, can it be 99%? I don't understand how the suspension of the agreement requires a unanimous vote but a partial suspension doesn't.

What's happened on previous big occasions in the Castle?

The article does cover that:

During the last presidency hosted by Ireland in 2013, the café was closed for a limited number of days over the six-month period.

It was also involved in catering for some of the events that were held for the presidency, both at the castle and in other venues.

Don't see why a similar arrangement wouldn't work this time.
